The following text shall replace the text of point 19:
19. Transparency obligations on public communications network providers to ensure end-to-end connectivity in conformity with the objectives and principles set out in Article 8 of Directive 2002/21/EC (Framework Directive), disclosure regarding network management and, where necessary and proportionate, access by national regulatory authorities to such information needed to verify the accuracy of such disclosure.
Justification:
The Authorisation Directive 2002/20/EC establishes a legal framework for the provision of electronic communications networks and services. To attach conditions limiting access to and/or use of services and applications to a general authorisation as proposed in 2nd reading falls either per definition outside the scope and is already provided for by Article 6 or by ANNEX point 14 of this directive.
